The Ukrainian defense industry has increasingly been mentioned at international conferences as a serious player. But let’s be honest: our manufacturers have been able to achieve this result, often against the odds. The Ukrainian defense industry sector operates in extreme conditions not only because of the war, but also because of state bureaucracy and existing regulatory restrictions, which often put Ukrainian companies in discriminatory conditions compared to foreign ones.
The arrival of a Russian missile in production
Untimely delivery of raw materials or components to handling legacy technology in digital acceleration the manufacturer from abroad, blackouts – these are not all the reasons why Ukrainian manufacturers may experience delays in the supply of weapons. The response of state customers is not understanding and support, but fines.
Triple fine for one violation
In order to correct the situation, within the framework of the working group on the defense industry in our Parliamentary special commission, we have developed a number of draft laws. Two of them are already in the atb directory Parliament. These are amendments to the Commercial and Civil Codes, which will be discussed in more detail below. The purpose of both draft laws is to relieve Ukrainian defense industry manufacturers of unnecessary bureaucracy and excessive triple penalties that apply to one type of violation.
